Guide: Driving License Renewal (Pune RTO)

2019 Sept Driving Licence Renewal - Pune RTO

My DL recently expired and that necessitated getting my LMV/MCWG license renewed for five years. Please note that the procedure has completely changed now and there is absolutely no need to use an agent. In fact it is a total waste of time and money.



Renewal of driving license has now been made a single window affair. You do not have to go running around to different windows. All you need is to visit Block C – Window 2, 3 or 4. Highly efficient staff sitting there will have you out in less than 2 minutes. Awesome stuff.



The only issue is the Medical Certificate which has to be filled out by a Govt approved doctor. If you know one who is approved in your area then you can do that or the alternative is whenever you pass the RTO just go to the C Block basement where a few doctors are sitting and get them to give you a medical certificate. They have the form ready and will charge you 100 Rupees.



Ok now here is how this happens:

Documentary Requirements:
1. Original Driving License – Scan it and keep a copy ready on your computer
2. Recent photographs x 2
3. Address proof (if you have shifted since your old license was issued)
4. A small plastic pouch that you get with your pollution certificate
5. Access to a computer and scanner/printer

6. Internet access

7. Remember when you scan your documents to ensure that no document is larger than 1MB size.




What to do before you visit RTO:

1. Visit https://sarathi.parivahan.gov.in/sar...teSelection.do

2. Select State of Maharashtra . Pune is MH12 RTO. It will ask you at some point

3. Go to Application for Services on Driving Licence

4. Enter your details and keep the following documents ready:

• Form1 (Self Declaration) – Fill up and sign. Then scan this document and keep ready

• Medical Certificate-Form1A (By Govt. approved Doctor. Easiest way is to go to RTO basement and get one of the doctors sitting there to fill out and sign/stamp this form. Carry one latest photograph as the doctor will require this to paste on his form and stamp across it.) – Scan and store this medical certificate

• Driving Licence – In case you were wondering what the hell you will do with the pollution certificate plastic pouch…well this will hold your original license so it doesn’t get lost in RTO. Once in the pouch you can staple it to your set of documents. Take a scan of your driving license as well and keep it ready.

• Address Proof (Present) – Scan and keep ready either Aadhar or Electric Bill for your address proof. Any other Govt approved address proof will do as well.

5. Once you have all the above docs ready start the upload procedure. Once all documents are properly updated on the system it will allow you to go to the payment portal via the SBIe portal. Debit / Credit cards work just fine.

6. Once payment is completed you can now print out your application in full, attach your pouch with the Old Driving License and you are good to go.


What to do in RTO



1. Preferably go to RTO on a two wheeler. DO NOT go by car as there is no space for cars. You may end up having to park near SSPMS lane and there is too much waste of time involved.

2. Do not entertain any agents

3. Just go direct to Block C which entrance is on the left side of the main building and walk up the steps. Once you enter you will see on your left side counters 2/3/4. Go to any one and submit your list of documents with original driving license attached.

4. The guy at the counter will examine all your documents and toss the lot into a corner. He will then make some entries in the computer and that’s it. You can go.

5. Total time spent in RTO ….about 7 to 8 minutes. FYI best time to go there is by 10 am so you have empty counters.

6. Once you get back home take a print out of your acknowledgement sheet and keep it with you until you get your new DL via post. Usually it takes around 7 days to get it. In some extreme cases it has taken upto 30 days according to the counter staff.

7. Payment for renewal of DL was 200 Rs.

8. Address Change strangely costs around 666 Rs.

Does the same process apply even if you have a out of state license or a license from another city in Maharashtra , like from mumbai ?

Hi Gautam


It is my understanding that it does not matter where your original license was issued. If you want to renew your license in Pune RTO you will have to show and address proof in Pune. If you have that everything else is the same as stated in my post. Of course this then means that you will have to change your address on the DL to the Pune address. Process may take slightly longer as cross verification will need to be done with RTO where your license was originally issued.

If you happen to relocate from one Indian state to another, you will have to get a No Objection Certificate from the RTO that originally issued your driving license.

Actually - you need to apply for an NOC from your original license issuing RTO. Most are now online processes. Quite a few RTOs are in--fact doing NOCs online also. Check that out. You'll need to submit your local address and identification documents, original license & the NOC in original to the new RTO (Pune in this case). You'll get the new license in a week or so generally - delivered at home. They do not deliver it to neighbours etc & you have to visit the post office and collect it in case you are not available to take delivery.

I recently renewed my DL at an RTO in Chennai. It was super seamless. I went to the vaahan website and completed the details step by step. Uploaded the DL, took the acknowledgement and booked the slot. I went to the RTO, stood in the queue for that slot for 25 mins. I got the DL in hand after 30 mins. Never expected the process would be this straight forward at the RTO.


Before entering the queue, there's an officer who checks if the docs are in order. I saw him suggesting tips if something was missing so that person can quickly get that done from the outside (like printing a missing doc, etc) and rejoin the queue.


This is first ever time I've gotten something out of the RTO without going through an agent. Wish they make the same happen for inter-state registration transfers.

Thanks for your timely post, as mine expires in November.

The issue I face is that my license was issued way way back in 1999, and then got the 4 wheeler attached to the same licence in 2006, till when the same format of license was in use in Pune, i.e. a 10 X 3 inch print out from a dot matrix printer with a photo + stamp on it.

Hence they do not have the details of my DL number in their Central Repository, and hence cant be done online.

I recommend that you visit the RTO and just speak to the window I mentioned in the above post. They will tell you the best way to do it. They really are helpful nowadays

In my case, I got the DL from Guntur RTO(United Andhra Pradesh State) and now residing in Hyderabad(Telangana state) due to bifurcation. So do I require NOC considering as another state?

Very complicated situation. I have no idea. Maybe a visit to the Hyderabad RTO will clarify the issue.

I recently got my driving licence renewed in Bangalore. Previously it was issued from a different state.

Now it's a seamless process as long as it's in vahan database. There is no NOC step anymore for out of state renewals or address change. They just add an extra step of needing RTO officer signature for approval when you visit RTO , otherwise process is exactly same. Ofcourse, you'll need local address proof.

If your DL is not in database, then right process is to go to original RTO and get your old DL updated into vahan database.

For me, my earlier license was a laminated card with only 5 digit number which will not match anything on vahan website.
I was assuming my DL is not in vahan database, until the date when I was trying out digilocker app, and tried adding my DL.
To my surprise, it was able to locate online entry for my DL and give me the new/updated driving licence number by which it was added into vahan database by old issuing RTO.

For folks not having DL in vahan database, please see if above method works।

Would anyone know if there is a similar guide posted for Mumbai Andheri MH-02 RTO?

Is a printout of the form generated online and payment receipt enough to serve as a stopgap/ temporary license while waiting for the renewed original license or does one receive some sort of formal acknowledgement which is used for the same?

You receive a receipt on depositing your expired DL, and that receipt serves as temporary DL till new one reaches you.

Hope you were able to get this resolved last year.

Would like to post my experience if it helps anyone in the future. I faced the exact same issue as vinit.merchant. My DL expires in Nov 2020. But thankfully, the solution was easy even after recent process changes due to Covid-19 preventive protocols.

Went to RTO and after asking around a bit, they told me to go to this temporary booth / table they had established up the external stairs of the main building on the left side (diagonally opposite to the licence section). There, an officer asked for a photocopy of the paper licence. He gave me the original and kept the copy with him after stamping. He told me to check Parivahan (Saarthi) website after a few days with the licence number. I think it took 4-5 working days but my licence details are now visible after they did the requisite data entry into their database.

The path to renewal is now cleared for me. It was good to see that RTO has definitely pulled up their socks quite a bit from the good old days of apathy.

I recently got my driving license renewed and address changed in PIMPRI-CHINCHWAD RTO (MH-14). Previously it was issued from a different RTO (MH-30).

It is surprisingly simplified process now as long as license data present in vahan database. There is no NOC step for renewals or address change. Fill in the online application and upload copies of license, address proof and self declaration (Form 1). Medical Certificate is not required, if your age is below 40. Once all documents are uploaded in the system, payment link is enable. complete payment (Rs 666 for renewal + address changed), take prints of full application form, payment receipt, Form-1, current address proof, attach original old Driving License and you are good to visit RTO office, you can book the time slot to visit RTO office. RTO office is at sector no. 06 santnagar moshi pradhikaran Pimpri Chinchwad. Go to counter number 3 on 1st floor of building. You simply need to handover application form and all documents at counter.
