Chandigarh RLA to soon start home delivery of driving licences and registration cards

Residents of Chandigarh will soon be relieved of the effort of having to visit the registration and licencing authority (RLA) office and standing in long queues to collect their driving licences and vehicles' registration cards. The RLA has tied up with India Post to deliver these documents to applicants at their doorsteps. For this service, applicants will be charged Rs. 20 and is expected to benefit about 15,000 people a month.

The RLA claims that approximately 500 registration cards and driving licences are prepared in a day. With home delivery through India Post, it aims at providing hassle-free service to applicants and ensure safe deliver of the concerned documents without any additional formality. After printing the registration cards and driving licences, the RLA will hand them over to India Post on the same day. Applicants are expected to receive them within a couple of days. The document will be handed over only to the applicant.

The RLA also claims that through this system, it will be able to check the residential addresses of the applicants and keep a check on people's habit of tampering with documents or furnishing false information. Those guilty of such actions will face suitable action as per the rules. If the documents are undelivered, they will handed over to the applicants only after proper identification.

Chandigarh has three RLA offices located in sector 17 and sector 42 and industrial area, phase-1.

This is a welcome move. Particularly for vehicle registration, there is no value that the customer adds, by collecting this in person at the RTO office. Rather, it gives yet another reason to fall prey to touts and other unsavoury characters.

Years ago, in the US, I recall exactly the same procedure was employed by the PA-DOT to send annually renewed license plates and car papers. It was completely hassle free.

With the amount of madness that happens at the RLA everyday not to mention the touts who have a field day this is a breather. Lets hope the RC/DL now reach the claimant without getting lost in transit.

The madness at RLA will continue for the time they do not allocate numbers to dealers. currently, the dealer can collect the road tax, but you have to deposit your file on your own and wait for the inspection before number is allotted.

then, the next step is to get a HSRP, which is quite cumbersome again. You have to submit the file yourself to get the HSRP allocated. then you wait for the HSRP to arrive and go stand in the queue again to get it fitted.

All this problem in getting everything done, made me buy my car in gurgaon, where the process is smooth and I do not need to go to the RTO even once. Although the car cost me aprrox 10k more in gurgaon.

The real problems are getting the inspection ( 'passing' as they call it), getting the file deposited along with the tax money and the affixing of the high security number plate. Its a real mammoth task and a painful experience, especially in the summer months. A hell lot of 'objections'are raised while depositing the file to pay tax. Sending RCs and DLs by post is a welcome step, but too little! I am ready to pay an extra 10k if the whole process can be given to the dealer. I beleive thats what they do in Mohali( our neighbouring city which lies in Punjab )

This is how DL and RCs are sent to their respective owners in Andhra Pradesh since a very very long time. This is a hassle free process and will make life easy for people.

Regarding the TAX issue that was mentioned in the above posts, Vehicles here are issued with a temporary registration that is valid for a month. This temp reg is issued after paying road tax. This is done by the dealer before the vehicle is delivered to the customer. Frankly, buying and registering a vehicle in AP is a totally hassle free process.
