Haryana: Car registration without physical verification at RTO Under the new system of vehicle registry in North Indian state of Haryana, new non-transport vehicles will not be required to be present before the registering authority or any other authority for verification before registration.
In the new system, new non-transport vehicles, sold by any dealer of motor vehicles in Haryana to any resident of Haryana, which are type approved & fully built and manufactured in India, would be registered on production of a certificate of inspection issued by dealers. The dealer would login to www.haryanatransport.gov.in & fill form number 20. This would be sent to the concerned registering authority after verifying residence proof of the buyer. The dealer will generate a hard copy of form number 20 bearing his stamp, signature & unique number of the application. The dealer would fill the certificate of inspection & take pencil print of the vehicle chassis number in the space provided.
This printed copy of form number 20 & certificate of inspection will be handed over to the owner of the vehicle by the dealer. The owner of the vehicle will then submit the application form alongwith all required documents & requisite taxes + fees in the office of concerned Registering Authority, & the same will be processed by the concerned Registering Authority for the registration of the vehicle as per provisions of Motor Vehicles Act.
IMO this is wonderful step in ensuring that dealers don't fleece the buyers in name of registering the vehicle. However, this can also lead to role of middlemen in the Registering Authority Office, as there are many people who prefer to jump queues.
