Rs.53,216.82 is the exact price of the extended warranty for Creta Petrol Automatic vehicles (Rs.45,099 + 18% GST) for a 7-year extended warranty. I think your SA fumbled and quoted the wrong amount initially.

The price definitely includes dealer commission, which is approximately 10%. There is nothing wrong here either.
In Kia, there is an option to purchase the extended warranty through the My Kia app. If I remember correctly, the same is also applicable via the Hyundai app, where we can purchase the EW, Service package, etc, as well.
Now to answer your questions, there is no best price, and the price mentioned in this PDF is the only price, and dealers won't charge you more than this.
No, it can't be purchased online through the Hyundai website, but it can be purchased through the Hyundai App, wherein we have to log in using our VIN or car registration number, and an OTP is sent to your phone. Even if you purchase there, it is still invoiced through the dealership, so it doesn't matter, and they still get their commission as the price is the same everywhere.
You have no option other than to purchase it from the dealer if you want the extended warranty package be it direct or through the app.
The Hyundai dashcam is overpriced and you can get much better ones elsewhere at similar or lower price points, and it doesn't void warranty as no wires are cut, which by the way wont be required for a dashcam installation which is quite straightforward.
