I got to know from a couple of friends that the i5-8400 processor should be sufficient and has equal to/marginally less efficiency compared to i7-7700 and since it is cheaper and newer, would be a better bet. Sorry buddy, but I don't think that 45k is enough for a complete i5-8400 build. Just the processor, motherboard & graphics card that you want will already be around 48k, and that is without any of the other required components. If your total budget is 45k, then you'll have to go for a lower end build like a i3-8100 with a GTX 1050 for sure.

To answer your question however, on the i7-7700 vs i5-8400 comparison, I would choose the i5-8400 because of the extra 2 cores alone. While the i7-7700 has better single core performance, the i5-8400 has better multi-core performance, which is important for CPU intensive things like video editing, unpacking large compressed game setups etc. That is a small trade-off, but worth it IMHO.

The configuration you suggested is around 92k mate. His budget is 45k.
