Try a roof ventilating fan along with air coolers on two opposite corners on the floor.

I have also heard of some 'companies' in delhi providing a juggaad cooler, this is the way it works:
First they put creepers/climber plants hanging from the roof on the sides. There is a water container kept on the floor, with a fan and a hose to connect the water to the climber plants. When you switch on the fan, water from the container flows through the hose to the top of the climber plants and trickles down the leaves. The climber plants are carefully selected based on the 'cooling capacity'.

It is Mumbai, and therefore very humid. So coolers of any kind are out of question.

I am not sure why some are suggesting AC, considering it is a completely open area on the terrace.

Wall mounted weatherproof outdoor fans would be my suggestion.

I also agree that desert coolers don't make much sense in Mumbai with high humidity levels. AC would work only if there is some enclosure else it is just waste of electricity. From my personal experience, except for couple of peak summer months, fan and shade is enough to keep one comfortable. If the intended use is during evenings, having sufficient number of fans should keep everyone comfortable. May be newer silent ones would keep from disturbing the conversation.

Also, is it possible to have some plants or trees around? They can provide shade as well as keep temperatures low if they protect walls from direct sunlight. If not for the cement absorbing heat during day and radiating at night, evenings would be pleasant all through the year.

What is the size of the terrace? And how high can you mount the fan. I know of a fan which we use at dairy farms in which a single fan can throw air for 60 ft. It takes away any issue of installing multiple fans. But we do install it above 10ft and at an angle so it's very safe. It isn't weatherproof though and we install it inside the shed.
There are other options as well which look less industrial. I saw one of these at an exhibition at Pragati Maidan.

Get those green colour heavy duty Almonard pedestal fans without the mist function. In a hot humid situation a heavy flow of air from these fans works really well.

+1 for Almonard fan for outdoor use. We have one in our home and it is really good (Don't remember the model number though).

I absolutely hate mist fans. It feels like you’re breathing in tiny droplets of water and gets uncomfortable after a while (was being used in the open air floor of a Barbeque Nation). I have observed that on some open air stages and halls where functions are held usually have tower A/C’s installed which seems to be a good option as most of them have some INSANE air throw (20-30ft) and they should be effective even in the open air at night, as for daytime the terrace should be covered with a tarpaulin tent at minimum. However, these units are really expensive and the electricity bill is sure to skyrocket. As these are commercial models I think you should contact the companies (LG, Blue Star etc.) and they would visit your place and evaluate to give you the best option. Desert cooler and mist fan options are not going to be as effective unfortunately.

I have seen Desert coolers in action in the warmer areas like interior MH, Northern tip of KA etc. They do cool well, but but they suck water pretty quickly. You could hire one of these and try it out.

Thanks a ton for all the help & advice, guys. Based on the feedback so far, I'm open to trying the below.

- Mist fans. Incidentally, we are throwing a big party today. Have rented 2 mist fans to see how they work.

- Regular fans, mounted on the pergola.

- Portable a/c or Tower a/c with a powerful throw.

- Pedestal fan (the silent one linked earlier).

The mist-fan worked superbly well! We kept two of these at either end of the terrace and the entire group of 35 was comfortable.

Agreed with some of you that the mist was making things very humid, so what we did was keep only the fan on for most of the hour, with my man switching on the mist function only for 10 - 15 minutes per hour (that spray of water felt really nice).

Worked like a charm! Buying this in full black as the colour matched the terrace too. Thank you for all the help & advice !

We are into the electrical business. These mist fans are made in china. We buy it from the importer at Rs. 8000 plus tax if quantity is under 50 nos. People selling in retail usually sell over 14k.

These are truly hopeless. Don't bother. They just look better than the plain jane mist air fans with 25% of the output.

I use these on my Terrace. 4 of them strategically Placed (Total 1000 Sq Feet). I also have a retractable roof so this helps. Costed my around 25K couple of years back. The throw is good and is not very humid. Replaced the stock coconut fiber mats with Khus on one and the effect is better.

I have used the Mist fans on lawns and they are not as great as these water coolers. The Mist Fans caused people near it to get wet. I live in Thane

During summers we cover the terrace floor with artificial grass carpets which stops heat radiating from the tiles during evening I.
