It is evident like daylight...

There are multiple flaws in this editing

1) Angle of shot is not proper for this kind of radial motion blur - you have to go a bit down and aim camera straight in front of the car.
2) The blur is not seen in the near background around the car.
3) Nobody in driver's seat
4) Tires are not having linear blur

I attempted this sometime back with my car, though that is not perfect at all, it can give you an idea on what needs to be done for a realistic motion blur look...

If my memory is correct, TG had posted the editing technique for this providing kind of motion blur, sometime back in this thread...

Looks like the posterization effect is intentional...

Yes, editing the image can be destructive. But the loss can be minimized to certain extent by applying the right editing methods. For example, applying a high pass filter in a duplicate image layer and overlaying it with original will have less loss than directly applying a Sharpen Filter on the original image. But again, it depends on how much you're pushing certain adjustments - if you narrow down the levels too much, it will automatically create posterization.
