Govt. to roll out FAME-III soon; might include hybrids

According to a media report, the government of India is likely to roll out the third installation of the FAME scheme (Faster Adoption and Manufacturing of Electric Vehicles).

The report states that FAME-III could be announced within the first 100 days of the new government taking charge. The Rs 10,000 crore incentive scheme might include hybrid vehicles instead of electric cars.

Under FAME-III, the government will continue to offer subsidies on electric 2-wheelers and 3-wheelers. Government-owned buses are also expected to receive the benefits of the scheme. That being said, the authorities are yet to reach a final decision on whether to include electric cars and taxi aggregators in the FAME-III scheme.

After FAME-II ended on March 31, 2024, the government introduced the Electric Mobility Promotion Scheme (EMPS) with a total allocation of Rs 500 crore. EMPS was a temporary measure until the general elections were over. It is set to lapse in July 2024.

As per the report, companies seeking incentives on the sale of electric vehicles will have to apply for fresh certification under the new scheme.

They should seriously include taxi aggregators in the scheme. Electric Vehicles recoup their cost if there running exceeds their ICE counterparts significantly.
Another thing govt. should work on is standardizing the battery modules and their interfaces. It should also incentivize ease of battery replacement, swap, upgrade/downgrade to different capacity etc.

FAME III not yet finalized. Electric buses, E trucks and charging infrastructure to be in focus.

With electric two-wheelers slowly but steadily maintaining market share even with just the Rs.10,000 EMPS subsidy, I feel the government need not do much here with the FAME-III subsidy, and it should be focused more on public transport and charging infrastructure, including Cars and Hybrids would be a welcome move and should encourage them. It would be great news for all the ones contemplating a Hybrid car purchase as well. However, it seems the scheme will not be implemented until the second half of the financial year.

MHI tells parliament there is no proposal to increase subsidy per electric vehicle as there is no slowdown in EV sales

The Centre has no proposals under consideration to enhance subsidy per electric vehicle (EV) as there is no slowdown in EV sales.There are no immediate plans to revise the criteria of the production-linked incentive (PLI) scheme for the auto sector.

PM e-Drive likely to replace FAME-III Scheme for EVs. Union Cabinet likely to take up FAME-III scheme with an outlay of ₹10,900 crore,

PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) scheme approved by cabinet. The scheme has an outlay of Rs.10,900 crore over two year.

Details of the scheme are as follows

Subsidies/Demand incentives worth Rs.3,679 crore have been provided to incentivize e-2Ws, e-3Ws, e-ambulances, e-trucks and other emerging EVs. The scheme will support 24.79 lakh e-2Ws, 3.16 lakh e-3Ws, and 14,028 e-buses.

MHI is introducing e-vouchers for EV buyers to avail demand incentives under the scheme. At the time of purchase of the EV, the scheme portal will generate an Aadhaar authenticated e-Voucher for the buyer. A link to download the e- voucher shall be sent to the registered mobile number of the buyer.

This e-voucher will be signed by the buyer and submitted to the dealer to avail demand incentives under the scheme. Thereafter, the e-Voucher will also be signed by the dealer and uploaded on the PM E-DRIVE portal. The signed e-voucher shall be sent to the buyer and dealer through an SMS. The signed e-voucher will be essential for OEM to claim reimbursement of demand incentives under the scheme.

The scheme allocates Rs.500 crore for the deployment of e-ambulances. This is a new initiative of Govt of India to promote the use of e-ambulance for a comfortable patient transport. The performance and safety standards of e-ambulances will be formulated in consultation with MoHFW, MoRTH and other relevant stakeholders.

A sum of Rs.4,391 crore has been provided for procurement of 14,028 e-buses by STUs/public transport agencies. The demand aggregation will be done by CESL in the nine cities with more than 40 lakh population namely Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Surat, Bangalore, Pune and Hyderabad. Intercity and Interstate e-buses will also be supported in consultation with states.

While allocating buses to cities/states, first preference shall be given to those number of buses of cities/states, which are being procured after scrapping old STU buses, through authorised scrapping centres (RVSFs) following the MoRTH Vehicle Scrapping Scheme guidelines.

The trucks are a major contributor to air pollution. The scheme will promote the deployment of e-trucks in the country. Rs.500 crore has been allocated for incentivising e-trucks. Incentives will be given to those who have a scrapping certificate from MoRTH approved vehicles scrapping centres (RVSF).

The scheme addresses range anxiety of EV buyers by promoting in a big way the installation of electric vehicle public charging stations (EVPCS). These EVPCS shall be installed in the selected cities with high EV penetration and also on selected highways. The scheme proposes the installation of 22,100 fast chargers for e-4 Ws, 1800 fast chargers for e-buses and 48,400 fast chargers for e-2W/3Ws. The outlay for EV PCS will be Rs.2,000 crore.

In view of the growing EV ecosystem in the country, the test agencies of MHI will be modernized to deal with the new and emerging technologies to promote green mobility. The upgradation of testing agencies with an outlay of Rs.780 crore under the aegis of MHI has been approved.

EV cars were excluded years ago. It doesn't make sense to incentivise EV 4W personal vehicles while GST rate is already 5%.

But Fame 2 scheme had 5% gst too and there was subsidy in 4wheelers

I don’t see any reason for excluding 4 wheelers from this scheme

PM- eDrive ignore cars, allocation for 2w cut drastically as more emphasis on electric buses, trucks.

PM E Drive scheme halves subsidy support for electric buses, but increases outlay.

In the new scheme, the number of buses that will be supported has gone up, but the subsidy amount per bus has gone down. Against 5,595 electric buses in FAME II, E Drive supports 14,208 e buses.
The FAME-II scheme allowed a subsidy of Rs. 20,000 per kWh for e-buses within an overall cap of 40% of the vehicle’s cost and a maximum ex-factory price limit of Rs 2 crore.

The scheme also proposes the installation of 22,100 fast chargers for electric four-wheelers, 1,800 fast chargers for electric buses and 48,400 fast chargers for electric two- and three-wheelers with an outlay of Rs 2,000 crore.

EV 3 and 4 wheelers were part of FAME II for commercial vehicles only.

I hope these tenders are given to private players like Statiq, Jio BP, Tata PEZC, ChargeZone, Zeon etc rather than lazy inefficient PSUs

Yes, yes I hear you, putting chargers on petrol pumps does great for awareness and subconscious confidence that “every petrol pump must also be having a charging station” but my experience of petrol pump located chargers has been the worst due to PSU inefficiency.

The apps are laggy and the chargers often shut down either by pump staff or from company itself showing offline.

I would rather that they put these same chargers on the Rest Stops being built on new expressways and on existing expressways at popular food malls.

Petrol pump chargers only sound good in theory but the (conflict of interest and malice?) of PSUs towards EVs and their general lazy attitude is not something I want subsidised further by taxpayer money.

Personal 4w come in the category of luxury. They're can't have same benefits as mass movers. 5% GST is already a kind of subsidy.

Vehicle scrapping policy sees no takers, Govt. is trying all means to makers consumers fall for it.

PM E-Drive subsidy for e-trucks only for those with scrapping certificate.

Without a scrapping certificate, the subsidy cannot be availed [for e-trucks]…The consumer who didn’t previously own a truck can get a scrapping certificate from somebody else to avail of incentives while buying: Minister
