So does Chandigarh have the required charging infrastructure and equivalent power supply to meet the new demand?
If not, I can imagine ICE vehicles being registered outside and used in the city which doesn't fix anything.

Chandigarh to stop registrations of ICE 2-wheelers by July, 4-wheelers by December 2023

Chandigarh has the highest density of motor vehicles per square kilometer in the country. It is also the first Indian city ever to issue such gag orders to ban ICE vehicle registrations. There are no guidelines issued by the administration for the ecosystems that are associated with ICE vehicles like dealerships, sales personnel, inventories and so on.

The gag orders according to the city administration was necessitated due to their EV policy of September 2022, deciding to register 35% EV's in 2022-23, now upped to 70% in 2023-24 fiscal for two and three wheelers. For e-cars the figures are 20 % for the current fiscal vis a vis 10% in the last one. In it's fifth year by the 2027-28 fiscal the policy proposes to register only 100 % EV's.

According to their data, 4032 ICE 2 wheelers have been registered since 01.04.23. This leaves a room for 2170 more to be registered this fiscal. The total permissible is 6202 for ICE two wheelers. Contrarily only 257 e-two wheelers have been registered since 01.04.23.

Coming to ICE cars the permissible figure is 22,626, which is expected to be completed by December 2023.

The stoppage of registrations by July and December 2023 for ICE two and four wheelers will mean newer registration windows open again on 01.04.2024. When the 2024-25 fiscal targets for ICE vehicles are met, again the windows will close to reopen by 01.04.2025.

The odd-even scheme of Delhi in the backdrop had become TOO ODD for the government to get even and drop it.

This ICE target completion- only EV's allowed, thereafter and 100 % EV's by 2027-28 fiscal appears too ODD and less even.

The low powered e two wheeler sales statistics are not revealed as the administration may even not have these figures. These are not registered by the RTO.

The EV ex showroom prices are still prohibitive for average buyers and the recharging infrastructure dismal. The range of most EV's are a deterrent for their use on long runs. It's like forcing EV's down the throats of gullible buyers.

And in a country where 55% of the energy generated (2022 figure) is through coal, do our EV's really proclaim to be angels and harbingers of the clean air message ?

Very worrying (for ICE car enthusiasts) strategy!

Could very well be adopted by other states or UTs, and end up in a Singapore style Certificate of Entitlement thing where car buyers have to ‘bid’, i.e. fork out a huge fee for the right to own a car.

Utter stupidity. Denying public the liberty to purchase vehicles is verył regressive policy & against natural justice.

Rather, increase the road tax rate, AFAIK currently Karnataka has the highest road tax at ~20%. Doing this will bring in revenue that can be directly linked to procurement of public transport vehicles.

Or collect congestion charges for repeated usage. Digitally levied through FasTag so that it penalises the excessive use of private vehicles.

Do this for vehicles registered to young, physically abled citizens. Allow concessions to old & physically infirm citizens.

Plenty tweaking possible. Whereas this seems just misguided.

You stop big ticket purchases like cars and you end up impacting several thousands of jobs. The root cause is urban planning, specifically mobility. How many cities in India can boast of having sufficient infrastructure so as to rarely need cars for commuting? I would day zero at this point. But there was a time in Mumbai till the mid 80s, where the general direction of office commute was North- South, and the subarban railway did cater to it, albeit still cramped for capacity. For the rest of the needs, taxis, BEST buses and rickshaws with their limited mandate ( still existing) did suffice. We could happily catch a train/ taxi to reach VT/ Bombay Central and then take another long distance train trip. Same for ST/ Asiad bus at Dadar/ Parel/ Bombay Central. Going to a cinema at Eros for me meant going from Santacruz to Churchgate and then a quick walk across. But then the economy expanded, Navi Mumbai / Thane developed, so did North Mumbai and then it was a complete mess. This relentless focus on top 10 cities to the relative exclusion of other towns has created a lopsided growth story. And even so, things are inadequate.

It seems Chandigarh is the new “ start up” lab for testing all weird wacky ideas for Central Government so as to meet Climate goals. If it suceeds in Chandigarh than will roll out pan india by 2030. Overall I am happy as it will lead to less congestion, less pollution.

Really doubt if this will hold good. The OEM lobby of ICE manufacturers won't let this stay. Not because Chandigarh is a huge market - but because this sets a precedence for other UTs/States in India.

Does not work for India. Automobile industry is a major employer in India unlike in Singapore. 10% of all our industrial output is linked to the automobile.

A good move by Chandigarh Administration. This shouldn't come as a surprise to everyone as this was declared as part of the EV policy 2022. The administration has put reducing quota for 2W, 3W and 4W vehicles for every year starting 2022 and registrations will be paused when the quota is filled up.

I think the govt is using one of the smaller city as an example to see how things pan out if this is to be applied on larger cities.

Having said all of this, this is not going to be a big deterrent as Chandigarh is flanked by Panchkula (Haryana) and Mohali (Punjab). These cities won't have these curbs so people will end up buying ICE vehicles from these cities.

This is a harebrained strategy, typical of the babus that we have in important governance roles.

The 2-wheeler policy is already under scrutiny and may cease to hold in the next few months.

You can't expect the 4-wheeler buyer to suddenly start considering a car worth 3 times their budget. If people come together to protest then this policy is bound to be rolled back.
You can steamroll the 2-wheeler buyer while the 4-wheeler buyer tends to be more confrontational.

All things considered, this policy fails to accomplish its intended purpose because you can very well buy a car in Chandigarh and get it registered in Mohali and Panchkula and then drive it around in Chandigarh. For decades, people have been doing this the other way round to take advantage of Chandigarh's low registration cost.

Hopefully better sense prevails, but I doubt it.
