Is it too late to woo Tesla in setting up a car manufacturing facility in India?

India goes all out, as news of Tesla zeroing in om Germany for manufacturing the $24,000 car.

- India commerce minister to meet Tesla's Musk in the United States next week

- Will centre around Tesla’s plans to setup an Indian factory, manufacturing a $24,000 car

- A discussion is also likely on a new policy India is working on which will allow automakers to import fully built EVs into India at a reduced tax rate of 15%, down from as much as 100% now, if they commit to some local manufacturing.

There is a catch to this:
"India is planning to cut import duties on electric vehicles to a range of 15-30%, specifically for vehicles priced between $25,000 and $35,000. This decision is part of ongoing discussions that gained momentum after Tesla engaged with the Indian government."

Currently I don't think there are many/any EVs in the 20-30L that are CBU. Hence it seems like a smart way for the govt to pave the way for Teslas new budget car.
However, it will not benefit Tesla in getting in the Model 3,X or S.

Although I hope this is not true and the duty cut applies to all EV CBUs instead. Then I can hope to buy a Taycan Turbo and i7 for close to 1 cr each

Given that elections are around the corner, I expect things to move swiftly to add a feature in the govts cap for bringing Tesla to India. I guess in the meantime it's better to stay put on EV purchases especially if they are CBUs.

A new development now, that could facilitate Tesla's establishing of its manufacturing plant in India. According to this news clipping from today, imported Teslas could hopefully be levied an import duty of 15%. The low duty was Tesla's precondition to set up base in India which the government is considering as a whole and uniformly for imported EV's as Completely Built Units (CBU's).

The present import duties applicable are 70% for cars with invoices of under $40,000 and 100% for those priced above $40,000. These duties presently apply to both EV's and ICE cars.

An official of our government said "we want to create a package which is good for India and which does not become a curated package for one company. Others are free to take advantage of this window, subject to meeting these kinds of requirements."

The last time such lower duties were being talked about in government circles, Indian EV manufacturers were protesting. Teslas apart, these low duties could open a pandoras box and cheaper EV's from China and elsewhere could flood the market. The plus point is that buyers get multiple choices and the local industry can emerge from its isolation and the protective cocooning. The downside is draining of our foreign exchange reserves.

Hence, this decision if implemented and its aftereffects on the domestic EV market need to be watched.

Any idea how one can find the Tesla components suppliers in India? Tesla is planning to source ₹15,000 crore worth components from India next year and plans to increase it upto ₹1 lakh crore.

Tesla is rumored to launch its cars in India but to its terms.

- A detailed proposal linking the quantum of investment to the number of cars it can import at a concessional duty.

- A concessional duty of 15% on imported vehicles during its first two years of operations in India. (Model 3 and Model Y )

- The company is willing to invest up to $500 million if the government extends concessional tariff for 12,000 vehicles.

- Can increase this up to $2 billion if the reduced duty is approved for 30,000 vehicles.

Elon Musk reaffirms low-cost Tesla EV plans, initial production to start at Giga Texas.

- The new gigafactory would employ a revolutionary manufacturing process called "unboxed vehicle," aimed to increase efficiency and reduce factory footprint.

- The latest information points to Tesla building the unboxed-vehicle production line at Giga Texas instead, where the next-gen EVs will also start production.

-This move was thought to accelerate the development, as Giga Texas is already operational. Musk implied that the affordable EVC might start production before Giga Mexico is up and running.

- Elon Musk reaffirmed plans for the low-cost EV, saying the EV maker is "quite far advanced" in developing the high-volume EV.

- Musk also confirmed that the affordable model will be first produced at Giga Texas, with the upcoming Gigafactory Mexico being the second manufacturing facility.

- Musk also said that Gigafactory Berlin will eventually build a low-cost car.

Tata Motors lobbies India not to lower EV import taxes.

I saw 3 Tesla Model 3 cars in Viman Nagar, Pune. Red, blue and white cars with KA temp plates. Somehow the plates were red. Do EV temp plates also have to be red?

No plans to offer tax cuts on EV imports to Tesla: Govt

The government has clarified that it is not considering any proposal to provide tax concessions on the import of electric vehicles into the country.

The Minister of State for Commerce and Industry, Som Prakash, said, “Presently there is no proposal either to provide exemption from local value addition cost or to provide subsidy on import duty on import of EVs in India.” He was responding to a question regarding proposals to exempt brands like Tesla from local value addition of cost in heavy batteries, semiconductors and magnetic parts as well as import subsidies on EVs.

The minister said that the production-linked incentive scheme for the automobile and auto component industry was aimed at providing financial incentives to boost domestic manufacturing of advanced automotive technologies, including EVs and their components.

The government is also said to have taken steps to boost domestic and foreign investments in India to enhance local value addition under the 'Make in India' initiative. PLI schemes for advanced chemistry cell battery storage with a budgetary outlay of Rs 18,100 crore have been approved.

US-based EV maker Tesla has been in discussions with the government demanding a reduction in import duties. Commerce and Industry Minister Piyush Goyal visited the Tesla factory in Fremont, California last month, where he stated that the company would be doubling its auto component imports from India.
