Haryana Electric Vehicle Policy

For those living in Haryana, you might have head of the EV policy draft floated by the state government in October 2021. This was introduced with a promise that the same would be notified by November 2021. Since then there has been complete silence from the government on this.

Posting this here because I wanted to check if anyone has heard anything since. Attaching a copy of the policy as well.

A lot of the points seem too good to be true to I assumed that the policy would be introduced with some tweaks but we haven’t seen any progress. What was even more disheartening was the fact that Chandigarh got its EV policy last month and its on the path of being notified.

Cars are a big expense, I wish that the Government kept the citizens well informed so that they can make an educated choice.

Haryana EV Policy 2022

Haryana government has rolled out it's much awaited EV policy 2022. Details are yet to come. From news, looks quite benefiting for buyers with upfront discount, registration fees etc.

So how do cross state border incentives apply ?
If you live in a state with a great policy like this haryana one but the dealer of adjoining state is much more easily accessible ?
If the car is bought from adjoining state dealer but registered in haryana, do the incentives apply ?

This is mostly for manufacturers, Maruti and likes will take advantage. For us folks, below is what I can make
From the above link. Will need to wait before complete details are available and this is implemented.


The policy will provide early bird direct benefit transfer up to Rs 10 lakh on purchase of Electric Vehicles or Hybrid electric Vehicles in the state. Buyers will also be eligible for relaxation in registration fee and discount on Motor Vehicle Tax.

For a 17.74 lakh nexon ev max, i see a direct saving of -
1 lakh - registration
15 % on the ex showroom price of 17.74 = 2.7 lakhs

So , a total of 3.7 lakhs.
The nexon ev max drops from 19.7 lakhs on road to
16.0 lakhs.

I think you can get it registered in the state (if you have address proof etc.) with a great policy but it might get difficult to drive in other state as traffic police might stop you and can ask you why the vehicle is not registered in the same state of residence? I have not seen this happening in Delhi NCR as you can see cars plying registered in different states. But this could be issue in other state, I have observed this in Bangalore.

Was really waiting for the policy from a long time. But again with no proper information regarding incentives for buyer I have again lost excitement regarding the policy.

Still Does anyone have any idea about what would be price of Nexon EV XM after incentives?

So after quite a bit of research, here is what I was able to understand.
  1. No Incentive for Cars Below 15 Lakhs
  2. Motor Vehicle tax only exempt on 2 and 3 wheelers. So far no info for 4 wheelers
  3. You will get the “up to 15%” as a bank transfer from the government
  4. For a car between 15-40 lakhs, Motor Vehicle Tax is 8%, so the effective discount becomes 7%. Also, you will be taking a loan on up to 90% of the amount, so you will have to consider multiple factors. How long the government takes to pay you back will decide how much interest you incur. In case you have a non SBI loan, then you will have to pay a pre payment penalty as well if you decided to use that amount to pay your loan back
  5. Biggest loss is for the cars under 15 lakhs. The way I see it, the government might offer motor vehicle tax rebates to those cars
  6. even for the motor vehicle tax rebates, the government says up to 100% and not flat 100%


Please let me know if I got any of the facts wrong.

I would guess that for the incentives to apply, at least the sale should happen within the state. Typically these discounts work as a subsidy which gets credited directly to bank account of the buyer some time after the purchase post docs verification etc. (afaik, that's how it used to happen in Delhi).

It will be tempting for people from other states to try and exploit. Typically dealers ask for aadhar with address from the same state. Government may be doing similar KYC check, or possibly something even more stringent considering the potential of misuse.

No, it won't help. There are two discounts being offered - 15% discount on the ex-showroom, and zero life tax for registration of the vehicle. I don't think it will be possible to avail first without the second. Even if it is, one would have to lose out on the second (BH registration doesn't offer free life tax - just a 2% less rate than petrol vehicles).

This is going to raise stakes for lot of people in adjoining states- Delhi, UP & Punjab.
The difference to Honda City Hybrid and Toyota Hyryder will make people find ways to buy it from Haryana. There will be strict norms but trust me in India people will find ways to buy.

For Delhi, we have so many cars with HR26 and there are absolutely no concerns. Hoping other state governments take cognizance.

From a revenue perspective, Delhi and Haryana have been fighting over liquor discounts. Perhaps prospect of some car sales going to Haryana might induce a similar scheme in Delhi soon.

I am not sure whether the new policy has been notified and implemented.
I called up a couple of Honda cars dealers in Gurgaon and they mentioned that (i) the policy is ONLY for EVs and NOT for hybrids and (ii) the dealers have not received any intimation from the company with regard to any price impact on the City hybrid.
Any intelligence available on this?

The draft policy mentions only EVs, no HEV or PHEV, it also does not mention FCEV.
