Re: Haryana Electric Vehicle Policy

I just visited my local Tata showroom to enquire about the changes wrt Nexon EV Max. The SA says that the policy is still not implemented, actual on-ground implementation is expected by the end of the month.

As of today, the listed on road price of the top end Lux+ with the 7kw charger is 21.78L. He expects it to come down to 17 once the policy is implemented. Fingers crossed.

A lot of TATA dealers are assuming a 100% off on Motor Vehicle Tax. No where in the policy it clearly says that.
Also the policy was supposed to be implemented on 7th July but yet again the usual govt delays

Hi Folks,

Please refer to the attached order from Haryana Government regarding the implementation of the policy. This covers Hybrid vehicles as well. Soon the portal will be set up. This will answer a lot of questions.

Re: 2022 Maruti Grand Vitara to debut on July 20 | Pre-bookings open

Hybrids, imported EVs to cost 15 percent less in Haryana. Will it trickle down to other states?

Maruti Grand Vitara, Toyota Hyryder and Honda City Hybrid are expected to benefit from Haryana’s new EV policy.

Quote:
15 percent subsidy on hybrid vehicles below Rs 40 lakh
15 percent subsidy on pure EVs from Rs 15 lakh-40 lakh
15 percent subsidy for electric 2-, 3-wheelers
100 percent motor tax, registration fees rebate for electric 2-, 3-wheelers
Hybrid vehicles subsidised:
Quote:
Unlike some other states that do not provide subsidies for hybrids as they do for EVs, Haryana is offering a flat 15 percent subsidy on them, with a maximum ceiling of Rs 3 lakh for passenger cars priced below Rs 40 lakh. This is expected to benefit the Honda City eHEV, as well as the Toyota Urban Cruiser Hyryder and the Maruti Grand Vitara, which will debut later this year. As a result, the City eHEV's Rs 19.53 lakh (ex-showroom) price tag will reduce by Rs 2.9 lakh.
Pure EVs from Rs 15 lakh-40 lakh get 15 percent subsidy

Imported EVs to get benefits for limited period
Quote:
The Haryana state government is also looking to woo global EV makers, by offering a 15 percent subsidy, limited to Rs 10 lakh, for imported electric cars priced between Rs 40 lakh-70 lakh. This subsidy is valid only for early bird buyers and will be discontinued later.

Additional incentives for next six months only:
Quote:
Haryana’s EV policy also details some additional incentives that will only be applicable for six months from the announcement of the policy. The extra incentives include Rs 25,000 for the purchase of e-Rickshaw/carts, Rs 50,000 for electric light motor vehicles, Rs 75,000 for electric cars below Rs 10 lakh and Rs 1,00,000 for those above Rs 10 lakh.

Battery charging operators exempted from paying electricity duty:
Quote:
Haryana's EV policy also provides incentives for battery charging and swapping operators. It exempts all new 'Electric Vehicle Manufacturing Units' and 'Electric Battery Units' from paying electricity duty for the first 10 years. Based on requirements, they will also be given a dedicated line, along with special discounts for night-time or non-peak time usage for testing EV batteries. The electricity rates for charging EVs will also be less compared to normal rates,

Any idea where do mild Hybrids will fit. After Maruti's fiasco, I doubt mild hybrids will be covered but just wanted to confirm.

Re: Haryana Electric Vehicle Policy

Please refer to the Gazette released by Haryana Govt. for the clarity on definition of hybrid covered in the policy. Looks like grey area for the so called smart hybrid. But might be covered under Hybrid.

Re: Haryana Electric Vehicle Policy

None of the dealers are still clear of this notification and still not offering the discounts as per the gazette. I spoke with BMW on I4 and also with Volvo for XC40 Recharge but they insisted that no such policy is in place yet and it’s still very vague so they do not know how to extend these to customers. Considering the 15% discount on electric vehicles between 40-70 L is only applicable only for first 1000 vehicles sold, it is not very clear whether dealer will be extending it upfront or buyer needs to apply for it later and through what channel. Also if it’s the later it’s not known whether buyer will actually get it as all these electric vehicles are on high wait periods and who knows by the time the vehicle gets delivered whether it will be still under the limit of 1000 vehicles. Haryana could have done a better job by being clearer guidelines.

Re: Haryana Electric Vehicle Policy

If this is applicable for the first thousand vehicles, I think it will be utilized by the well connected people, and the limit would be exhausted before you know.

Well that surely will be the case provided the EVs in the range of 40-70L are made available at the right pace. Currently the only EVs in this sweet spot are BMW I4 (8-12 months waiting), Kia EV6 (Only 1000 being manufactured for India and has a huge waitlist) and XC40 Recharge (Deliveries start in Oct and given the good pricing will have a huge waitlist too). So I do feel it won’t be too soon as 1000 EVs have to be sold in Haryana in the not so sweet range of 40-70L when there is not enough supply. The opaqueness in the over all implementation and reluctance of dealers to pass any benefit to the customer are the real detterants IMHO.

Re: Haryana Electric Vehicle Policy

I agree that it will take time for the delivery to happen, but the way I am thinking is that there would be easily more than 1000 netas and babus, and their friends and relatives placing the proverbial hadkechief in the waiting queue before you know, even if it is being opportunist and not really needing the car.

Re: Haryana Electric Vehicle Policy

I think subsidy part will be difficult to deal and dealers won't be of much help. However, RTO benefits of 75% should be easy.

Vehicle Category Rate of Tax exemption
3 Electric 4-wheeler / 75% exemption on Motor Vehicle Tax for vehicles purchased Hydrogen Vehicle (FCEV) fuel-based and registered in Haryana during policy period for first 10,000 vehicles

True that! However, a combination of both the incentives makes some of these EVs highly lucrative.

Re: Haryana Electric Vehicle Policy

Do we have any further information on policy implementation? Was anyone able to get the subsidy for EV?

I talked to 2 TATA showrooms in Gurgaon, and both have no idea on the date of actual implementation. I have a booking with them on the condition that i get the subsidy, otherwise i will register in Delhi as there is no Registration charges in Delhi.
