Honestly, I'd put my money on it!
Yes, Tesla is struggling with Model 3 production. It is delivering only Model 3's that are loaded to the brim (feature wise) and thus are priced high.
But, the company has come a long way in the last 5 years. It is set up perfectly for the next round of growth. Huge Giga Factory, churning batteries, constantly learning organization lead my a maverick, I bet they will have it their way.
Plus, what is the roadblock now? Only manufacturing. In this modern day, I don't think manufacturing would be an impediment for a long time. Tesla has consistently delivered on excellent products, and has also been able to quickly resolve after sale issues.
What are people complaining about? Autonomous driving not being reliable? We are a long way away and that is not going to be a decider anytime soon, in terms of buying decision.
Tesla compact hatch to rival Volkswagen ID but will come at a significantly lower price. But its success will depend on how fast it will attain full production, when VW's ID is due in 2020.

Just like Tesla model 3 has eaten into the entry level luxury sedan segment, I think the compact hatch rivals, not only with EVs, but also with ICE cars. Tesla's Gigafactory-Berlin is under construction and in recent time the German government is pushing Electric mobility agenda even further. Most western european governments have some sort of tax exemptions, subsidies, privileges for electric cars.
Along with the boost from the European governments combined with Tesla's experience with electric powertrain + software, I would expect a compact hatch (Hatchbacks and Stationwagons are popular in Europe) would be priced much aggressively to take on the ICE rivals in the 20-30k EUR price class.

Model 3 is a huge success. Period. Tesla needs smaller cars to penetrate the European and Chinese markets.
I’ll not be surprised if this car (Model 2) is a VW Golf sized hatchback with an even lower price tag. Needless to say, Musk also targeting the Chevy Bolt, Nissan Leaf, and Hyundai Kona in the US.
A well priced Model 2 can also pave the way for Tesla to make it to India. :)
Tesla is looking to produce a new car at Giga Shanghai as early as 2022. It might start at $25k and will be based on Model 3 chassis.

Tesla is looking to release its most affordable car yet sooner than expected. The vehicle, which seems to have been labeled by the company as a “Future Product” in its Q4 FY 2020.

I'm planning to buy an electric vehicle and the Tesla Model 3 caught my eye. But I've heard that the car will be pricy since it is coming in the range of 50-60 lakhs. Are there any other options in the budget of 10-15 lakhs? I also want a good range in a single charge.

First off, welcome to Team-BHP! :)
Your best bet should be the Tata Nexon EV, in fact, that’s the ONLY car right now that fits said budget and has a range enough for a regular commute. The MG ZS EV and Hyundai Kona cost north of ₹2m. The Mercedes E-QC costs about INR 10 Million!
Just FYI - Tata Motors claims a range of 312km.
Right now, it’s too much to ask for in the EV space. Surely, the entry of Tesla would change the EV scene a lot.
Upcoming cars that fit in this budget include — Altroz EV (showcased at Auto Expo), Wagon R EV, eKUV & eXUV300. But these are just rumors. Nothing is confirmed yet, AFAIK.

Nexon EV is the only car in this price range. Since you are based in Chandigarh, you shall be able to use it as a city car with absolute ease. City usage in Chandigarh usually remains below 50km/day and Nexon EV is capable of giving 200-225Km per charge in real world scenario.
For highway usage, EV owners face the following challenges in India:
1. Finding an EV charging station.
2. Finding a hotel/restaurant etc. that will allow them to charge the car using their electricity. Unless there is a way to measure how much electricity was consumed, an average Indian establishment by the highway side will be reluctant to offer the charging facility (I have read about EV owners making an electricity consumption meter for their EVs so that they can pay for the electricity used).
3. Time lost while waiting for the car to charge.
