That is to see if there are any vehicles/person standing close to the left side. Its very useful in the cities and in traffic situations.

For non commercial vehicles having 12V system its 60/55w. For such commercial vehicles with a 24V electrical system its 75/70w IIRC.

It is called the kerb mirror and it is mandated by CMVR. It is really helpful to get a view of the objects on the co-driver door side.
It is also very useful in tight parking situations, where shows the distance to the side walk or another parked vehicle.
